The Cost Management Plan describes the processes for managing costs on the project. The document summarizes the project’s involvement in the state budget process, and describes the project’s cost management activities (from a project management perspective), such as establishing a cost baseline, managing and making changes to the cost baseline, and reconciling the baseline with the allocated spending authority from the state budget process. This plan also describes which tools are used to manage and track costs and expenditures for the project.
