Welcome to the California Office of Systems Integration (OSI) website for Best Practices in the Project Life Cycle. The OSI Best Practices Website addresses project needs by providing resources for policies, standards, guidance, and industry best practices.

About Us
This website provides direction and best practices guidance for State and consultant staff of the OSI to manage large-scale Information Technology (IT) projects. These best practices represent efficient, effective, and repeatable processes that have enabled the OSI to successfully implement and continuously improve many large IT projects.

Background
The OSI has aligned its Project Life Cycle business processes with accepted industry best practices and methodologies such as the Institute of Electrical and Electronic Engineering Computer Society (IEEE), the International Software Engineering Institute (SEI), the Project Management Institute (PMI), and the Project Management Body of Knowledge (PMBOK). Additionally, the OSI leverages the expertise and experiences of our Project Teams to assist in the development and improvement of templates, guidelines, and policies included in this website.

Project Life CycleThe Project Life Cycle (PLC) includes the necessary steps to complete a project. The PLC consists of four distinct life cycles: project management, project funding approval, acquisition, and system development.
 
 County APD Process 
County APD ProcessThe OSI has streamlined and redesigned the process which surrounds County Advance Planning Document (APD) handling to increase efficiency, consistency and defensibility. The APD ensures timely decisions with reduced escalations in the County APD approval process by developing a single consistent understandable, and auditable approach to County APD submissions.

DGAA - 2008 Winner NASCIO Recognition Awards 2008
OSI Receives National Recognition Awards

The Center for Digital Government (CDG) and the National Association of Chief Information Officers (NASCIO) have each recognized OSI for developing a unique web based Best Practices framework for project management and acquisition services that provides a structured methodology utilizing standardized and repeatable processes throughout the project life cycle. The  CDG awarded the OSI the nationally recognized Digital Government Achievement Award for its management of large IT projects in the government-to-government category. Additionally, NASCIO announced the OSI as a finalist in the "Enterprise IT Management Initiatives category," for deployment and use of its own unique brand of project management tools and processes through the Best Practices Website.
